Excellence in Trusteeship Program

The Excellence in Trusteeship Program provides a path for ongoing education for locally elected California Community Colleges Trustees.

The program covers nine (9) areas of competencies with subtopics to complete the knowledge and skills learning to support strong leadership. Participants earn units by completing training through League events, local board training, and national association conferences and webinars. Participants must complete the program within 24 months of the start date.

Complete the Excellence in Trusteeship Program (ETP)

To earn the Excellence in Trusteeship Program certificate, trustees should enroll online. Attend and complete 27 units total of continuing education:

  • Complete one (1) unit each of Brown Act and Ethics training (for a subtotal of 2 units);
  • Complete three (3) units each from the remaining seven (7) competencies (for a subtotal of 21 units); and
  • Complete four (4) units in competencies of choice (for a subtotal of 4 units).

Renew Your Excellence in Trusteeship Certificate

To renew the Excellence in Trusteeship Program certificate, enroll for recertification online.

Attend and complete 16 units total of continuing education:

  • Complete one (1) unit each of Brown Act and Ethics training (for a subtotal of 2 units);
  • Complete two (2) units each from the remaining seven (7) competencies (for a subtotal of 14 units).

Once all units are completed, submit the “Track Your Progress” form to education@ccleague.org to receive a Certificate of Participation.

Board Governance Education

An educated and well-informed governing board is the foundation of a successful community college. As the policy-making body of the community college, the governing board is responsible for the overall success of the institution and the students served.

The Excellence in Trusteeship Program (ETP) is designed to facilitate the ongoing education of all trustees by providing a solid foundation for effective board governance. Trustees can obtain the training through Community College League of California events, local board training, and national association conferences and webinars.

Trustees can continue and combine their training and education from several sources.

Attend Community College League of California events:

  • January: Effective Trusteeship Workshop, Annual Legislative Conference
  • May: Annual Trustees Conference
  • November: Annual Convention
  • Ongoing, as scheduled: Topical webinars and forums hosted online

Attend local or national training sessions:

  • Board retreats or meetings
  • Trainings offered by other organizations
  • National programming through ACCT

Complete the Excellence in Trusteeship Program in one year

The League proudly offers the only certificate program in community college trusteeship in the state.
There are multiple pathways to complete the 9-competency, 27-unit program, that can be completed in one year that supports the accreditation requirement for continuing board development. The program has been vetted by the national Association of Community College Trustees (ACCT) and the Accrediting Commission of Community and Junior Colleges (ACCJC).

Excellence in Trusteeship Program Competencies

ETP covers nine (9) areas of competencies with subtopics to complete the knowledge and skills learning to support strong leadership.

The nine competencies include the following topics. Abbreviations in brackets [ ] are used in descriptions for sessions at League events.

Accreditation [A]

Study the process of accreditation from a regional peer-review perspective looking at the entire campus/district.

Board/CEO Relationship [BC]

Evaluate roles, goals, and expectations to ensure the Board/CEO partnership functions effectively.

Board Evaluation [BE]

Examine the role of the board and its limitations, including how to run effective meetings and complete board self-evaluation and its evaluation of the CEO.

Brown Act Training [BA]

Learn how to set agendas, provide public comment, run board meetings, and when to hold closed sessions.

Diversity, Equity, Inclusion, Accessibility [DEIA]

Ascertain skills to increase diversity through access, hiring and retention, deal with implicit bias, utilize disaggregated data, and advocate at state and national levels.

Ethics Training [E]

Learn how to perform in both ethical and legal ways as you govern.

Fiscal Responsibilities [FR]

Understand the skills and knowledge needed to make fiscal policy decisions and set guidelines for asset management practices.

Governance [G]

Delve into the governing board’s policy-making function, and its role in the participatory governance process.

Student Success [SS]

Explore topics from the Student Success Act of 2012, SB 1456, including utilizing student services in individual education planning, monitoring student progress, and improving completion and transfer rates.
